Gate overrides

When a producer PR is blocked by an unresolved consumer PR, the producer owner can file an override via POST /api/overrides (usually a slash-command PR comment). Every override needs a reason (≥50 chars, enforced at the API layer) and stays on the record even after revoke or expiry.
